Ever wonder why both the police and the criminal triads revere Kwan Yu?
General Kwan Yu of the Three Kingdoms' period of Chinese history is Chinese civilization's icon for righteousness and loyalty. Curiously, through modern times, Kwan Yu is equally in icon for both Chinese law enforcement authorities, who often keep images or statuettes of General Kwan in their stations and offices, and for criminal triad groups, whose members swear oaths of allegiances through General Kwan. To me, it's curious that such opposed groups share the same icon.

I think even underground societies have got a code of honor to uphold.
Lord Guan Yu happens to be the epitome of unswerving loyalty and brotherhood. That is important whether you are a Triad gangster or a member of the police force? Different in methods, identical in camaraderie among peers.
